🏳 Card Fees & Limits — Frequently Asked Questions (FAQ)
ATM Fees
1. Do ATM withdrawal fees depend on the country?
No. ATM withdrawal fees depend on the card currency, not the country.
If your card is in EUR, any ATM dispensing EUR will be treated as a domestic transaction.
The same card used at an ATM dispensing another currency (e.g., RON in Romania) will be treated as a non-domestic transaction.
You can define different fees for domestic and non-domestic transactions.
2. Are ATM withdrawal fees different within and outside the EEA?
No. The fee structure is not based on geography but on whether the transaction currency matches the card currency.
A transaction in EUR from a EUR card is treated as domestic — regardless of where it happens.
3. What is the fee percentage for ATM withdrawals?
This is determined by the program manager. Fees can be configured as:
A fixed fee
A percentage-based fee
Or a combination of both (fixed + percentage)
3D Secure (3DS)
4. Is 3D Secure required for all transactions?
3D Secure (3DS) is mandatory for transactions within the EEA.
If the merchant is based in the EEA, 3DS authentication will always be enforced.
Merchants can choose to skip 3DS for Low Value Payments (LVP) — typically for transactions below €30, per scheme rules.
Additional rules can be applied (e.g., always enforce 3DS outside the EEA) if desired.
Further configuration should be discussed with the Risk Team.
Acquiring Fees
5. Are acquiring fees charged on ATM transactions?
No. Paynetics currently supports only Card-Not-Present (CNP) acquiring, which applies to online (e-commerce) transactions.
ATM transactions are not subject to acquiring fees.
Transaction Limits
6. What are the daily, weekly, and monthly limits for transactions?
This depends on the setup of your card program.
If you'd like sample limits, your Program Manager can share a standard limit group.
If you want to know the maximum limits Paynetics can approve, the request will be reviewed by the Risk Team.
Fee Configuration Overview
7. How are fees structured?
Fees can be configured under several categories, each with its own options:
Category | Configuration Options | Notes |
|---|---|---|
Authorisation Fees | Fixed fee, % fee, or a combination (flat + %) | Applies to ATM, POS, and online authorizations |
Recurring Fees | Same as above + options for SMS fees, decline fees, total caps, etc. | Used for periodic or ongoing charges |
Web Service Fees | Fees applied on specific events (e.g., card creation, activation, reloads) | Used for operational or setup charges |
Examples of Fee Applications
8. How are ATM and POS fees applied in practice?
Below are examples of how fees may apply to different transaction types:
Transaction Type | Fee Basis / Notes |
|---|---|
ATM withdrawal (within or outside EEA) | Based on card vs. transaction currency (not region) |
ATM PIN change / balance inquiry | Same fee applies regardless of location or currency |
ATM/POS foreign exchange | Follows the "Non-Domestic" fee configuration |
POS payment | Applies per the "Authorization Fee" setup |
Apple Pay (POS, ATM, or online) | Treated like any regular transaction; same fee rules apply |
Purchase with cashback | Standard POS fee applies (no separate cashback fee) |
Internet payment | Follows the "Authorization Fee" configuration |
9. Are Apple Pay or other xPay transactions charged differently?
No. Transactions through Apple Pay, Google Pay, or similar wallets are not separated from regular card transactions. The same fees apply for POS, ATM, and online payments.
10. Can fees be customized for specific operations?
Yes. Most fee types — including authorization, recurring, and service fees — can be customized per program.
You can define:
When the fee is charged (e.g., on card creation, activation, reload, etc.)
Whether it's fixed, percentage-based, or both
Minimum/maximum caps or thresholds
